US revokes Venezuela ambassador's visa amid Chavez row

Washington has revoked the visa of the Venezuelan ambassador to the US, the state department has said.

The move comes amid a diplomatic dispute between the two countries over President Barack Obama's choice of ambassador to Caracas, Larry Palmer.
Venezuelan President Hugo Chavez had been angered by comments Mr Palmer made about the country this year.
Washington's move effectively expels Venezuela's envoy, Bernardo Alvarez Herrera.
It is not thought Mr Herrera is currently in the US but the revocation means he cannot return.
'Respect' State department spokesman Mark Toner said Caracas had only itself to blame.
"We said there would be consequences when the Venezuelan government rescinded agreement regarding our nominee, Larry Palmer. We have taken appropriate, proportional and reciprocal action," he said in an e-mailed statement.

News of the revocation been carried earlier on Venezuelan sources.

Venezuela's Deputy Foreign Minister Temir Porras wrote on his Twitter account: "I can confirm. USA revoked the visa of ambassador Bernardo Alvarez."
On Tuesday, Venezuelan President Hugo Chavez, a fierce critic of the US, said: "We have denied permission to this aspiring ambassador and now the US government threatens us with reprisals.
"They will do what they want but that man is not coming here as ambassador. Anyone who comes here as an ambassador has to show respect. This is a country that must be respected."
He dared the US to cut off diplomatic ties.
"If the US government wants to expel our ambassador there, let them. If they cut off diplomatic relations, let them," Mr Chavez said on state television.
Mr Chavez has long been at loggerheads with the US, denouncing "American imperialism".
The BBC's Iain Mackenzie in Washington says it is unclear how the latest escalation will affect the two countries' tempestuous relationship.
He says the situation had shown signs of improving with the election of Barack Obama, however President Chavez later declared him to be "a great disappointment" and claimed he had "the same stench as George W Bush".
Venezuela is a major oil producer and despite its political differences with Washington remains the fifth biggest crude supplier to the US.
Mr Palmer's appointment has yet to be confirmed by the US Senate.

Russia 'seriously concerned' over Korea tensions

Russia says it is seriously concerned that tensions between North and South Korea will escalate further.

Pyongyang is threatening to retaliate if the South goes ahead with planned military exercises on an island near the two countries' disputed sea border.
Last month four people were killed when the North attacked the island during similar exercises.
The UN Security Council is preparing discuss the situation at an emergency meeting, scheduled at Russia's request.
Russian ambassador to the UN Vitaly Churkin said his country was "seriously concerned about possible further escalation of tensions on the Korean peninsula".

"We believe that the Security Council must send a restraining signal... and help launch diplomatic activity with a view to resolving all issues of dispute between the two Korean sides by political and diplomatic means," he said.
'Catastrophe' Russia has already urged South Korea to cancel the live-fire exercises on Yeonpyeong island.
The South has said they will be held by Tuesday - with the exact date depending on the weather.
It says they are defensive in nature and should not be considered threatening.
But the North Korean foreign ministry said on Saturday the South would face "catastrophe" if the drills go ahead.
China has also expressed concern about the rising tensions, describing the situation as extremely precarious.
And an unofficial US envoy visiting North Korea - New Mexico Governor Bill Richardson - has warned that the situation on the peninsula is "a tinderbox".
He made the comments after talks with officials in Pyongyang, whom he urged to act with extreme restraint.

China has called for an emergency meeting of key nations amid tension in Korea over the North's deadly shelling of a Southern island.

It proposed that members of the six nations that have been taking part in talks on North Korean nuclear disarmament should meet in December.
The two Koreas, the US, China, Japan and Russia are involved in the talks.
Correspondents say South Korea's response has been non-committal and that it will consult other countries.

exercises the North has denounced as a provocation.
Angry protests The six-party North Korea talks have been stalled since April 2009, and South Korea and the US say they should not resume until the North has made a genuine offer on halting its nuclear programme.
Some analysts think North Korea is trying to raise tensions in order to strengthen its negotiating position and force a resumption of the talks.
Wu Dawei, China's representative to the talks, said on Sunday: "The Chinese side, after careful study, proposes to have emergency consultations among the heads of delegation to the six-party talks in early December in Beijing to exchange views on major issues of concern to the parties at present."

He said this was not a proposal to resume formally the six-nation negotiations.

Mr Wu said "complicated factors" had arisen on the peninsula, adding: "The international community, particularly the members of the six-party talks, is deeply concerned."
The BBC's Chris Hogg in Seoul says the response of South Korea and its allies to China's move has been less than enthusiastic.
A South Korean foreign ministry statement said the proposal would be "reviewed very carefully".
South Korea's Yonhap news agency said President Lee Myung-bak had told visiting senior Chinese foreign policy adviser Dai Bingguo that Seoul was not interested in the early resumption of the six-party nuclear talks themselves, as it was more urgent to deal with Pyongyang's belligerence.
Japan's Deputy Chief Cabinet Secretary Tetsuro Fukuyama said that Tokyo would "deal with the issue cautiously while cooperating with South Korea and the United States".
The Korea crisis began when the North launched a sudden barrage of shells at Yeonpyeong island, close to the maritime border between the two countries, on Tuesday.
Two South Korean civilians and two marines were killed, sparking the resignation of the South's defence minister and angry protests in the South.
Pyongyang insists it was provoked into the shelling by military exercises, which were being carried out by the South close to Yeonpyeong.
'Unpredictable' The US and South Korea on Sunday began new, pre-arranged military exercises in the Yellow Sea, about 125km (77 miles) south of the disputed maritime border between the two Koreas.
The aircraft carrier the USS George Washington and four other US navy vessels are being joined by South Korean destroyers, patrol vessels, frigates, support ships and anti-submarine aircraft.
Shortly after the exercises began, North Korea again vowed to hit back if its waters were violated.
"We will deliver a brutal military blow on any provocation which violates our territorial waters," the North's state-controlled KCNA news agency said.
Yonhap reported that Pyongyang had placed surface-to-surface missiles on launch pads in the Yellow Sea and had also moved surface-to-air missiles to frontline areas, but the South's defence ministry could not confirm the deployment.

Residents of Yeonpyeong were ordered to shelter in bunkers when artillery fire was heard on Sunday, but the order was lifted 40 minutes later. Only about 20 of the 1,700 residents remain on the island.
The South Korean defence ministry has also now instructed journalists to leave by the end of Sunday as it cannot guarantee their safety.
"At this stage, it is unpredictable what kind of a provocative action North Korea will take using the South Korean-US joint drills as a justification," the ministry said.
Yonhap also reported that South Korean troops on Sunday accidentally fired an artillery round into the Demilitarised Zone (DMZ) that divides the nations. Seoul quickly sent the North a message saying it was an accident, the news agency said.
Earlier, Mr Dai had told President Lee that Beijing would try to prevent the situation deteriorating any further.
Mr Lee had urged China to take what he called a more fair and responsible position on the relationship between the two Koreas.
The chairman of North Korea's parliament, an official known to be a close confidant of North Korean leader Kim Jong-il, has been invited to visit Beijing next week.

Tàu sân bay USS George Washington đang hướng về vùng biển gần bán đảo Triều Tiên sau vụ giao tranh giữa hai miền, một kiểu ngoại giao tàu chiến quen thuộc của Mỹ mỗi khi có khủng hoảng.

Trên thực tế, tàu sân bay USS George Washington và đoàn chiến hạm hộ tống của nó đã được triển khai tại khu vực ngoài khơi bán đảo Triều Tiên đầu năm nay, sau sự kiện tàu Cheonan của hải quân Hàn Quốc bị đánh chìm hồi tháng 3. Khi đó Seoul cáo buộc Triều Tiên đã tấn công tàu này, nhưng Bình Nhưỡng phủ nhận.

Lần này sau sự kiện nã pháo của Triều Tiên vào một hòn đảo của Hàn Quốc hôm thứ ba, USS George Washington gồm 75 máy bay chiến đấu và thuỷ thủ đoàn 5.700 người, lại thực hiện hải trình cũ và mang theo thông điệp tương tự là hiện thực hoá cam kết bảo vệ đồng minh Hàn Quốc và trấn an nước này trong thời điểm khó khăn về quân sự, đồng thời răn đe Triều Tiên.

Kiểu ngoại giao tàu sân bay này là cách thức đã được Mỹ từng nhiều lần sử dụng để đáp trả các vụ khủng hoảng kể từ Chiến tranh Lạnh đến nay. Trong nhiều cách thức khác nhau thì hạm đội tàu sân bay không có đối thủ của Mỹ có chức năng ngoại giao tương đương với chức năng quân sự của chúng.

Hải quân Mỹ cũng vì thế thường tự hào rằng gần như trong mọi cuộc khủng hoảng khi mới nổ ra, câu hỏi đầu tiên mà các tổng thống Mỹ thường hỏi là "Chiếc tàu sân bay gần nhất đang ở đâu?". Ví dụ Mỹ đã triển khai tàu sân bay chạy bằng năng lượng hạt nhân USS Enterprise tới Vịnh Bengal như là cách thức phô trương sức mạnh quân sự trong cuộc chiến giữa hai nước Nam Á là Ấn Độ-Pakistan năm 1971.

Tương tự, một tàu sân bay Mỹ cũng được cử tới vùng biển ngoài khơi Libya ở Bắc Phi năm 1981 trong vụ căng thẳng giữa Washington với quốc gia dầu mỏ này. Trong vụ đó hai máy bay chiến đấu của Mỹ đã bắn rơi hai chiến đấu cơ của không quân Libya.

Năm 1996, vào thời điểm căng thẳng với Bắc Kinh xung quanh vấn đề Đài Loan, Tổng thống Mỹ Bill Clinton đã điều hai tàu sân bay tới khu vực. Ngoài ra, suốt những năm 90, trong nhiều vụ căng thẳng với lãnh đạo Iraq trước đây là Saddam Hussein, Mỹ thường tỏ tín hiệu họ coi vấn đề nghiêm trọng ra sao bằng cách cử bao nhiêu tàu sân bay tới vùng Vịnh. Trong một số trường hợp có tới 3 tàu sân bay Mỹ có mặt tại đây.

Nỗi 'thèm khát' tàu sân bay

Không có nước nào trên thế giới sở hữu lực lượng tàu sân bay có thể so sánh với Mỹ. BBC nhận xét rằng bất cứ khi nào bạn có dịp bước lên boong một tàu sân bay Mỹ thì bạn luôn nhận được một hình ảnh tương tự khi nói chuyện với hạm trưởng trên điểm cao của tàu. Đó là khi sĩ quan này khoát rộng cánh tay ra hướng có sân bay trên boong kèm một vài bình luận về khu vực được coi là lãnh thổ di động của Mỹ, nơi có thể được neo lại bất cứ bờ biển nào trên thế giới để phát đi mọi thông điệp mà Washington muốn nhắn gửi.

Vì những lợi thế quá rõ ràng đó, những cường quốc đang nổi như Ấn Độ và Trung Quốc đang cân nhắc một cách thực sự về việc xây dựng một hạm đội tàu sân bay cho riêng mình.

Tuy nhiên, vấn đề trong cuộc khủng hoảng đang diễn ra tại bán đảo Triều Tiên là liệu Bình Nhưỡng có tiếp nhận bất cứ thông điệp nào mà Washington muốn gửi thông qua tàu sân bay hay không? Dường như câu trả lời sẽ giống như lần trước khi USS George Washington được cử tới khu vực ngoài khơi bán đảo Triều Tiên sau vụ chìm tàu Cheonan, khi đó nó có vẻ không "doạ" được mục tiêu.

Một câu hỏi khác nữa là liệu ngoại giao tàu sân bay của Mỹ có đủ đảm bảo an toàn cho Hàn Quốc hay không. Bên cạnh đó còn hàng loạt những vấn đề nhạy cảm liên quan. Trung Quốc luôn phàn nàn về việc Mỹ triển khai tàu sân bay, kể cả lần mới nhất đang diễn ra và lần trước tại khu vực biển ở Đông Á. Vị trí neo đậu của USS George Washington để phát thông điệp với Triều Tiên cũng vì thế đã phải thay đổi vì Bắc Kinh "có ý kiến".

Tuy nhiên, trong bối cảnh có cuộc cạnh tranh chiến lược ngày càng tăng giữa Mỹ và cường quốc đang nổi Trung Quốc thì lực lượng tàu sân bay Mỹ tại Thái Bình Dương vẫn là một biểu tượng quan trọng. Đây là một tín hiệu cho thấy sự khẳng định của Mỹ duy trì sự có mặt của mình tại khu vực chiến lược này.

Cùng lúc đó lại có cuộc tranh cãi nảy lửa về ý nghĩa trong các động thái của Trung Quốc khi triển khai tên lửa đạn đạo được thiết kế chuyên tấn công tàu sân bay. Điều này cũng giải thích tại sao Washington đã có dịp "thất kinh" khi thình lình thấy một tàu ngầm Trung Quốc trồi lên mặt nước ngay sát một tàu sân bay Mỹ đang diễn tập ở phía nam Nhật Bản, năm 2007
